Pasco City Council appoints new leadership

The Pasco City Council welcomed City Manager Herald Stewart officially on Monday, Aug. 18. Stewart was selected by the council after a nation-wide search, and an indepth interview process held by the Pasco City Council.


“It’s great to be here – I’m excited. I’ve been impressed with the Council, the staff, and the citizens that I’ve met,” Stewart told City Council at the August 18 meeting. “I have an open-door policy, and would love to meet with any citizens that just want to know their government better.”


“También hablo español,” he added, “entonces les invito a visitar conmigo.”


The Council unanimously moved to appoint David Milne as their new mayor, replacing Pete Serrano, who resigned his District 4 Council seat a week prior, after serving the Pasco City Council since 2018. Serrano was seeking another four year term before taking a unique opportunity. Serrano was sworn in as the interim U.S. Attorney for the Eastern District of Washington.


Milne, serves in the District 5 seat and was appointed as Mayor Pro-tem in January of 2024. He has served on the council for eight years.


The council also approved District 3 councilmember Charles Grimm as Mayor Pro-Tem. Grimm shared, “I was unanimously selected Mayor Pro-Tem of Pasco by my peers. I am grateful for their confidence and support.”


The District 4 seat, held by former Mayor and councilmember Pete Serrano, is open for applications.


The Pasco City Council is asking District 4 residents, who are registered to vote, to apply to the open council position.
